Qualifications to Adopt From Haiti

According to the DECREE OF APRIL 4TH, 1974, ON ADOPTION, REINFORCING THE RIGHTS OF THE ADOPTEE IN HIS/HER NEW FAMILY, current Haitian government policies and practices, and U.S. immigration laws, you must meet the following guidelines to qualify for a Haiti adoption:

  1. Single Women:
    1. Who are U.S. Citizens
    2. Are between the ages of 35-50 years-old at the time of dossier submission*
    3. Have no biological children*

  2. Married Heterosexual Couples:
    1. With at least one applicant who is a U.S. citizen
    2. With at least one applicant who is 35 years-old and neither applicant more than  50 years-old*
    3. Must be married at least 10 years*
    4. Have no biological children*

  3. Applicants must be in good physical and mental condition to provide necessary care for an adopted child.
  4. Applicant’s income must meet the U.S. Citizenship and Immigration Service (USCIS) requirements as specified in Form I-864P for 125% of the current Poverty Guideline: http://www.uscis.gov/files/form/I-864P.pdf.

Most qualified applicants are permitted to adopt more than one child at a time.  Multiple-child adoptions can be siblings or unrelated children.

Please be advised that Haitian adoption qualifications can be modified at any time by the Haitian government and without prior notification.

* Exceptions may be made upon receipt of a Haiti Presidential Dispensation or “waiver” on a case-by-case basis for families who fall outside of the qualifications to adopt from Haiti.  Please discuss your family’s individual situation with CCAI as Presidential Dispensations are routinely granted to families falling outside the qualifications.
